Venues and Events Recycling Bill Signed Into Law

On October 29, 2004 Governor Schwarzenegger signed AB 2176 (Montanez, Chapter 879,  Statutes of 2004) regarding waste reduction at large venues and events. The new law requires the largest venue facilities and events (as defined) in each city and county to plan for solid waste reduction, and annually report the progress of their recycling and waste reduction programs to their local government. The law also directs the California Integrated Waste Management Board to provide guidance and assistance to venues and local governments in meeting their obligations.

VSERC was the lead sponsor of the bill and worked with Assembly member Montanez in modifying the bill as well as gathered comments from the recycling community and letters of support. AB 2176 is the first venues and events recycling bill in the Nation and is a wonderful tool for increasing recycling away from home. AB 2176 can be viewed at

Please contact Leslie Lukacs, VSERC Chair, at llukacs@scsengineers.com with additional questions or comments.

Change of Leadership at the DOC

Darryl Young departed from his position as the Director of the Department of Conservation in mid-September. Originally appointed by former Governor Davis, Young's appointment expired and was not renewed by Governor Schwarzenegger.

Young has been credited over the past four years with reinvigorating the Department's efforts to promote beverage container recycling through the state's deposit program. Under his leadership the DOC created an aggressive marketing and promotion program that centered around the now familiar slogan "Recycling: Its good for the bottle, Its good for the can".
Recognizing the great dedication and enthusiasm that Darryl contributed during his tenure, many recyclers and CRRA members are sad to hear of his departure.

To fill the vacant position in Young's absence, the Governor has appointed the existing chief deputy director, Debbie Sareeram as Interim Director. CRRA welcomes Ms. Sareeram to the position and looks forward to working with her to continue boosting beverage container recycling in California.
